Marvin mentions the GIF format, which is exactly what it sounds like you are targetting.
As a tip, this is possible inside of photoshop by creating a layer per image cell, and then saving as a GIF. This lets you set the animation sequence in ImageReady (Included with Photoshop) to how quickly they trasnition.
I think you mean an “animated gif”.
There are several free animated gif editors around.
Check out download.com and search for “animated gif editor”.
An animated gif lets you store several images inside one .gif image. These are like the different “cells” in a traditional animation. when the gif moves through the different stills it looks like an animation.
Very common – used on webpages all the time.
